As I considered our Bishop's Committee Retreat annual review of of our mission and ministry, the "Presidential Prayers" theme was on my mind. I was also concerned that the categories used in recent years needed some refreshment and some limitations on the dreams and visions they have generated. This led me to the following thought process: What are the Cabinet-level departments in the US government? With that list in "mental parentheses" I diagramed the recently used categories, placing our Mission Statement in the center. then I asked, "What would it look like with the "president in the middle?" The question seemed ridiculous for its grandiosity, so I used a diagram of gears to ask what really drives any church -- and our church. My answer was "Worship" and that worship sets us all in relationship both to the community of the congregation and to the world around us. Since the priest celebrating Holy Communion may be called the "president" since we preside over these sacramental occasions, the center of the organization is then indeed the president and pastor. Then it was left to divy up the variety of our activities and concerns according to "cabinet level" departments.

I like this model because the presumption is that a cabinet functions as a counsel of concern, expertise and advice. Its shortcoming is that it can look a bit insular -- I remedy this by shifting metaphors to seeing the whole "cabinet" as a cell in a larger organism. In case viewing my file does not work for you, let me note here that there are six entities with the following descriptions:
At the Center Is the "President" with responsibility for Worship and Pastoral Care, and for the mutual relationships, advice and action undertaken through the various departments.
The "Department of Education" is -- Responsible for Christian knowledge, understanding + development of all members
The "Departments of the Interior and of Homeland Security" are -- Responsible for B+G in relation to WCT; Safe Church Policies; material needs of members/ visitors at functions
The "Departments of Energy and of Labor" are -- Responsible for FEC activities, including staffing and sustaining workers; advises calendar planning and advocates for activities that lift morale
The "Department of State" with the "Office of the FEC Chief of Staff" -- Oversees relationships with the Diocese and wider Church; responsible for ecumenical relationships; responsible for public communications; advises outreach activities and efforts
The "Department of the Treasury" and the "Office of Management and Budget are -- Responsible for FEC funds, records, completion of forms and corporate requirements; Advises stewardship planning and fund raising activity
